Frequently Asked Questions

What is meant by “written survey responses”? Can an electronic community survey be used? Is distribution of a paper version required?​ While surveys can be electronic or paper, the results of the survey must be included in the documents.

How many focus groups? Please include in the proposal the focus groups you are recommending. 

How many stakeholder interviews? Please include in the proposal the focus groups you are recommending.  ​

B. Data Collection and Analysis

Please clarify “shared responsibilities.”  Who or what groups are sharing responsibilities?​ Shared Responsibilities in this case is referring to who the data applies to and is it statistically significant.  An example may be how long ambulances wait at the hospital for patient transfers.  It may be important to differentiate one hospital from another. 

Please define an “underrepresented population.” ​Underrepresented population as used by the National Institute of Health "An underrepresented population refers to a subgroup of the population whose representation is disproportionately low relative to their numbers in the general population."  For the purpose of the CHA/CHNA this population should not be oversampled.  CHA/CHNA is trying to define the overall needs of the community. 

Please clarify “….recruitment and direction of students, …”  What are students being recruited for and directed to do in connection with data collection and analysis? ​If you propose to use students to assist with the survey because you are proposing a door to door survey, the recruitment and direction of the students should minimize the bias in the survey.

Which students (e.g., college students, technical school students)? ​Student which you would engage with to complete the task. 

Is this required?  ​This is not required.

C. Deliverables

Please clarify what “produced” means (e.g., printed document, document in electronic format or both)​. An electronic document is required and must be print ready so the document can be disseminated to the public in print. 

Please clarify and confirm:  this combined community health needs assessment will serve as the CHA for DOH-Citrus and CHNA for Citrus Memorial and Bayfront Memorial

Please clarify “..deliverables include but are not limited to…” Does this mean the vendor can provide additional deliverables or that the Foundation can require additional deliverables or both?​ A search of the RFP does not have this comment.  The deliverables will be used by DOH-Citrus for the Community Health Improvement Plan and Citrus County Community Charitable Foundation for grants.

Is the vendor required to be present for the “multitude of stakeholder meetings” to present findings? ​The vendor needs to facilitate the meetings.

If so, can you estimate how many that might be? The vendor should recommend the the meetings.​​

D. Scope of Work Timeline

MAPP is currently being revised and updated by the National Association of County and City Health Officials (NACCHO) Link

Because the Local Public Health System Assessment (LPHSA) is based on the Ten Essential Public Health Services (originally formulated in 1994, updated 2020) and has not been updated, it is no longer a current assessment. The new MAPP version does not include it in the new three (3) phase model with three (3) assessments. Is the Foundation requiring the use of the old LPHSA?

While NACCHO is developing MAPP 2.0, they are recommending to continue to use the current MAPP process. 

Phase 5 requires the development of goals and strategies. Please confirm that the development of objectives is not included in this process. ​Objectives are NOT included in this RFP.

Please clarify that the CHNA process the Foundation has laid out does not include the development of a Community Health Improvement Plan (CHIP) nor hospital CHNA Implementation Plans. ​CHA/CHNA dose NOT include the CHIP nor a hospital CHNA.
